During the July Crisis, the governments of Russia and France came together to discuss their views on Serbia. At the meeting, which lasted from July 20 to July 23, 1914, France gave Russia full support to resist any attempt by Austria-Hungary to threaten the independence of Serbia. Russia saw France’s support as a “blank cheque” to deter Austria-Hungary. At the same time, France advised Russia to do nothing that might provoke Germany. Russia wanted a negotiated settlement to the crisis in Serbia. So, when the crisis escalated, Russia advised Serbia to take a conciliatory and cooperative line. Fortunately, Serbia followed the advice. Russia wanted a peaceful solution but was ready to defend against Austria-Hungary, which would be necessary in the near future (McDonough 16)
