Russia relied on foreign investments from European powers to expand the railway system – a large aim of the government at the time (Culpin 49). This spectacular growth in the economy between 1908 and 1914 allowed Tsar to expand militarily (Darby 72). Due to the investment, expenditure on the military grew from 608 million to 960 million Russian roubles (Darby 73).
